For Vitaly Yagodkin, a global entrepreneur living between London and Dubai, going to a photo studio became an inconvenient necessity. He traveled so frequently that the time spent there could have been used far more productively on his projects.
One day, after being denied a Singapore visa because of a rejected photo, he decided that was enough. That same night, sitting in a cafe, he sketched out the technical blueprint for an online platform that would combine image adjustments for passport and visa photos with automated compliance to government requirements.
In just a few weeks, a small team of engineers and legal experts built a secure, international ID photo standard-based system designed to make official photography transparent, accessible, and automatically compliant.
PhotoGov entered the market in 2021 as a web-based solution created to modernize the way people prepare passport and visa photos. Our founding team comprised experts with backgrounds in consular work and ID management. Having witnessed firsthand how outdated the system had become, they set out to change it.
An expert in computer vision and biometric image processing had developed the initial engine. The first release — a lightweight MVP — automated the key steps of cropping, resizing, and background adjustment, in full adherence to government specifications.
With demand rising and the user base expanding, PhotoGov released its first proprietary processing engine — PhotoGov Core. The new system automated background correction, sizing, and alignment with much higher accuracy.
Over the year, the platform expanded its coverage to include more international document formats, while the engineering team continued to refine the core algorithms for speed, precision, and visual consistency.
The team expanded, and the photo engine advanced through several major updates. Each new release improved processing speed and precision, achieving exceptionally clean background removal and detailed hair rendering — making the engine one of the most accurate in the industry. By this stage, PhotoGov had reached users in more than 100 countries.
A two-step verification system was successfully validated, confirming that the processed images fully comply with international government photo standards. The engine also gained the capability to adjust clothing automatically, replacing casual outfits with formal attire while preserving the original face and lighting.
PhotoGov achieved full compliance across all supported document types, guaranteeing that every processed image meets official government standards. A human verification service was introduced, allowing compliance specialists and ID photo experts to manually review images on demand.
The platform now enables users to transform a regular selfie — taken even on a phone — into a fully compliant, professionally lit, and properly cropped ID photo with business attire and unaltered facial features.
What began as a small technical initiative quickly evolved into a global framework for digital identity. To date, PhotoGov has served over 1.8 million people worldwide, supporting 12,000 monthly users in over 200 countries.

PhotoGov is built on the same technical foundations used by official biometric systems worldwide, including ISO/IEC 19794-5 and ICAO 9303 standards. These frameworks define the format, proportions, and image quality required for identity verification and general passport photo requirements in most countries.
Our database of document templates and size parameters is continuously reviewed and updated to reflect the latest requirements from embassies, ministries, and documentation authorities. Each photo is processed according to these standards and verified before download, ensuring full compliance for every supported document type.
All image processing takes place on secure servers under strict data-protection and encryption protocols. Personal photos are used exclusively for image generation and are automatically deleted after processing.
For applications submitted in the United States, PhotoGov follows the U.S. Department of State requirements for passport and visa photos.
Applicants are advised not to alter their photos using third-party software or AI tools before submission.
